Peninsula College, a Washington State Community College, seeks a visionary, innovative individual to fill a highly visible and important position to the college community. The Director of Human Resources has broad impact across the college district and directly collaborates with the college president and senior leadership.
Reporting to the Vice President for Finance and Administration, the Director of Human Resources plans, organizes and directs the human resources and payroll functions of the college in alignment with the strategic plan and guiding principles. Essential functions include: strategic management and leadership; analysis and compliance with federal and state laws, rules, regulations; recruitment and employment; compensation and benefits administration; payroll coordination; labor relations; employee relations; employee development and training; Ethics Officer; and, Social Justice Officer responsible for Section 504, Title II, ADA, Title IX and Affirmative Action including program oversight, investigations and grievances. The position performs working duties and directs the daily operations of the Human Resources/Payroll office.
Key responsibilities include:
- Model, guide and reinforce the guiding principles of the college.
- Design, implement and oversee a Human Resources framework that supports and reinforces the college mission, vision, core themes, guiding principles, and strategic and operational plans.
- Develop, review and revise policies and procedures in support of the college mission and in compliance with federal and state laws, rules and regulations.
- Collaborate with hiring authorities to recruit, employ, evaluate and retain excellent faculty and staff, including strategies to achieve diversity goals.
- Coordinate the administration of payroll, employment, compensation, and benefits in accordance with laws, rules and college policies and procedures.
- Administer the college’s collective bargaining agreements, lead labor/management committees, assist with the resolution of employee grievances and disciplinary actions, and act as the liaison with state labor relations consultants.
- Provide a guiding principles based welcoming atmosphere to encourage effective employee communication. Be aware of the campus climate for employees and advise the executive team regarding emerging or ongoing concerns. Conduct exit interviews.
- Design, develop, implement, and foster a culture of college-wide supervisory and employee training and development.
- Advise and train college employees regarding the implications of the State Ethics Law.
- Provide training, receive complaints and conduct investigations, and, coordinate with external agencies such as the Equal Employment Opportunity Commission.
- Master’s degree in relevant discipline, OR, Bachelor’s degree with documented training or certifications such as SHRM Certification PHR/SPHR.
- 5 years relevant experience.
- Supervisory experience.
- Experienced in training program design and delivery.
- Experienced HRIS user with demonstrated commitment to use of technology in support of department efficiencies, confidentiality, and data integrity.
- Demonstrated experience with labor/compensation/social justice law.
- Juris Doctor degree.
- Human Resource administration experience in higher education.
- PeopleSoft system experience.
Physical Work Environment:
- Work is typically performed in an office environment and requires standing and/or sitting and using computers for extended periods of time.
- Position requires the ability to travel to in-district and out-of-district events.
- Annual 12-month exempt position.
- Salary: Dependent upon qualifications and experience.
